Statewide Treaty Preamble

This Statewide Treaty marks a moment of truth and courage. It brings together the First Peoples of these lands and waters – through the First Peoples’ Assembly of Victoria – and the State of Victoria on behalf of all Victorians, to forge a renewed and enduring relationship built on respect, trust, accountability and integrity. It invites every Victorian – no matter their background or how long they’ve called this place home – to be part of a shared future grounded in justice, understanding and unity.

Statewide Treaty Artwork

The Assembly commissioned five original artworks by Traditional Owners, each representing one of the five Assembly regions. The artworks feature on the Statewide Treaty agreement signed by the Assembly and Victorian State Government sign on Thursday 13 November 2025. The works celebrate the strength and resilience of Aboriginal communities, cultures and connection to Country through artistic practice.

The artists who contributed to the Statewide Treaty include; Stacey Edwards (Taungurung, Boon Wurrung), John Patten (Yorta Yorta (Dhulinyagan), Dhudhuroa, Bundjalung), Jade Kennedy (Tatti-Tatti and Mutti-Mutti), Kiewa Austin-Rioli (Gunditjmara), and Njarala Paton (Monero Ngario, Gunai, Gunditjmara). The artworks have been woven together by Boonwurrung, Ugar and Erub artist Amina Briggs.

Statewide Treaty Declaration

On December 12th 2025, at a special Community gathering, Aunty Esme Bamblett delivered a message on behalf of the First Peoples’ Assembly of Victoria. The Declaration was written by Assembly Members to Community about the first Statewide Treaty. This Declaration affirms the importance of First Peoples’ Lore, law, rights, responsibilities and sovereignty. It reiterates the context of Victoria’s history from time immemorial to now. It reinforces the need for Treaty. The Statewide Treaty Declaration outlines the key components of that comprise Gellung Warl, and the roles our community will play in the Treaty era.
