About this document

These rules set out an interim internal governance structure for the Assembly to uphold and respect: 

  • proper, consistent, and sound internal governance
  • cultural protocols
  • the independence of Nginma Ngainga Wara and Nyerna Yoorrook Telkuna
  • accountability in decision-making and the performance of functions
  • efficient and effective internal processes, and 
  • the diversity of First Peoples, their cultural knowledge and the right to self-determination.

Notice of First Peoples’ Assembly internal rules

Under section 33 of the Statewide Treaty Act 2025 (Vic) (Statewide Treaty Act) the First Peoples’ Assembly (Assembly) may make internal rules that relate to the internal affairs of Gellung Warl. 

This notice is made under section 40(1) of the Statewide Treaty Act, which requires the Assembly to publish a notice of making internal rules.

On 7 May 2026 the Assembly made the Interim Assembly Internal Governance Rules under section 33 and 62 of the Statewide Treaty Act and Schedule 1, Items 1.6, 1.7, 1.10, 4.1 and 5.1 to that Act.
